When reinstalling, it would appear to be running the initial backup again, but would not actually take the time to upload those files it already finds on our end. Unfortunately, if your new installation got assigned to a different site, it would not have existing files to match. You can avoid that by simply enforcing that re-entry isn't permitted to those under the influence of alcohol or any other substance.
